The High Court Enforcement Officers Association (HCEOA) has today (Wednesday 17 June 2026) appointed Michael Jackson as the organisation’s new Chair.
Michael succeeds the outgoing Chair, Alan J Smith, and brings a wealth of experience and continuity of the role, having served as HCEOA’s Vice Chair for the past five years.
During that time, he played a key role in supporting the organisation’s leadership and championing campaigns including the latest Transferring Up campaign, helping landlords transfer judgments from the County Court to the High Court for enforcement.
In a message to HCEOA members at today’s Working together through changing times HCEOA conference, Michael set out his priorities, which include:
- Ensuring the safety and protection of our members and enforcement agents
- Campaigning to ensure the sustainability of the profession
- Supporting members and engaging with the Enforcement Conduct Board (ECB) around implementation of new standards and complaints process
- Campaigning to make it easier for possessions and judgments on debts under £600 to be enforced through the High Court
- Attracting and supporting students to become HCEOs.
The Association also today appointed Alan Smith as Vice Chair and Chris Badger as Treasurer.
Speaking about his appointment, Michael said: “It is a tremendous honour to be appointed Chair, and I am committed to upholding the Association’s traditions as we continue to strengthen standards across the profession.”
“I would like to extend my sincere thanks to Alan J Smith for his five years of service as Chair and for the outstanding contribution he has made throughout that time. He leaves the Association in excellent shape and we are delighted that he will continue to contribute his experience and insight as a member of the Board, even as we recognise that challenges lie ahead.”
