All High Court Enforcement Officer Association members are following strict government guidelines in relation to Covid 19.
Our members are working closely with their clients to help protect the health and safety of everybody across the country at this challenging time.
Discussions continue between the Association & the Ministry of Justice (MoJ) to produce definitive guidance on the application of VAT on High Court Enforcement fees.
We have become aware of scammers phoning members of the public, posing as County Court bailiffs, High Court Enforcement Officers (HCEOs) and Certificated Enforcement Agents (CEAs).
During the calls, the fraudsters claim that the person owes money, and demands that they transfer funds into a bank account.
A certain amount of confusion has arisen from the reply to a Written Question in the House of Lords by The Earl of Courtown on 29th October 2019 about the application of VAT on High Court Enforcement Fees:
Recently I read with interest the summer 2019 HMCTS reform programme update, noting with disappointment, that the end date for the project has been pushed back until July 2021 with the next updates to the programme not due until summer 2020 and potentially only being around Possessions.
As part of our program to ensure that the member’s directory is kept up to date, we have now added in the various business names that members use in addition to their name trading styles, under their entry.

We are very excited to announce the launch of our newly designed website. The sites updated pages, features many enhancements to its style and presentation, and we wanted it to look and feel good, as well as being easy to navigate.
We have throughout the site updated many of the articles and added in additional information particularly around the changes of 2014, and the search facility is much enhanced making it easier to find information or help.
The High Court Enforcement Officers Association (HCEOA) has announced the appointment of Vernon Phillips as its Chief Executive Officer.
Mr Phillips will be joining from the Enforcement Services Association where he is currently its Executive Director.
